The minor was known as John Ace Bismaya, who died at the scene, while his injured companion John Mark Portillo was treated in Caloocan City Medical Center.
Reports say that around 7:45 p.m., Bismaya and Portillo allegedly avoided a security checkpoint manned by members of the La Loma police station 1 at the intersection of Banawe and Calamba streets in Barangay Lourdes, as part of Oplan Sita.
The two were pulled over by police officers for not wearing helmets. However, instead of stopping for inspection, they sped off toward D. Tuazon street, where the authorities chased them.
The young men eventually crashed into a gutter along C-3 Road near 9th Street in Barangay 125 in Caloocan, where the chase ended.
According to Brig. Gen. Antonio Yarra, director of the Quezon City Police District, Portillo allegedly pulled out a .38-caliber handgun but then accidentally dropped it but denied having a gun in his possession.
The 19-year-old said in an interview with GMA that he was already trying to stop his partner from driving, yet Bismaya refused to.
Portillo stated that they came from their friend and were already headed home to Brgy. Tatalon.
Portillo will face charges of illegal gun possession, violation of the Omnibus Election Code, and resistance and disobedience to agents of persons in authority, according to police.
Meanwhile on Wednesday, PBGEN Antonio C Yarra, Director of the Quezon City Police District, announced the arrest of Portillo for violating the Revised Penal Code and firearm-related law with regards to the COMELEC gun ban and the death of partner Bismaya.
